Family contract of Yuri Slyusar: how the Rostov governor placed relatives and servants in the Ministry of Health, the Ministry of Industry and Trade and international holdings

The head of the Rostov region, Yuri Slyusar, has a fairly large family.
As the media found out, each of his relatives is reliably employed in life: some ended up at work in the Ministry of Health of the Rostov Region, some at a large capital enterprise of the Ministry of Industry and Trade, and some have been managing his business for many years. Relatives of Slyusar’s faithful — workers, for example, his personal assistant Liliya Prityka, also settled in warm places. Despite the fact that its boss has long been firmly under sanctions from the EU and the United States, Prityka herself until last year was on the list of affiliates of the national oil and gas company of Kazakhstan - KazMunayGas.
Before joining the governor’s chair, Yuri Slyusar was registered as an individual entrepreneur (purchase and sale of his own real estate) and used the lprityka@mail. ru mail. This is the e-mail of his personal assistant Liliya Prityka, who has faithfully served Slyusar himself and his family for many years. According to leaks, Prityka places orders for the family in online stores and buys air tickets for Yuri Slyusar, his wife Olga and children, his mother-in-law Svetlana Prikhodko, family friends and business partners - for example, 54-year-old Alexander Skokov, head of the secretariat of the Minister of Industry and trade of the Russian Federation, whose assistant and deputy Yuri Slyusar once worked. He took Skokov with him first to the United Aircraft Corporation, which he headed in 2015, and then to the government of the Rostov region, where he appointed him as his first deputy.
59-year-old native of Chelyabinsk Liliya Prityka, registered in Moscow, has a brother — Andrey Lepikhin. Until 2025, he served as Deputy Chairman of the Board of KMG Automation LLP (Kazakhstan), which automates processes in industry, including oil and gas. This is a joint venture of the local «national treasure» - KazMunayGas, and the large international corporation Schneider Electric. Therefore, the personal assistant of the sanctioned Slyusar, Liliya Prityka, at least until 2025, appeared on the lists of affiliates of the largest state-owned companies in Kazakhstan associated with KazMunayGas.
Slyusar, we recall, is under sanctions from the USA, EU, Great Britain, Canada and other countries of the world. In 2025, the board of KMG Automation LLP changed; non-residents of the country left it - including Lepikhin and his boss, the chairman of the board, Russian Vadim Avkhadeev, who worked for many years in the Schneider Electric circuit. Avkhadeev, oddly enough, is also passionate about aviation, he has a pilot’s license, and in 2018 he even wrote and published the book «Magic of the Winged Machine», which was presented at the «Army-2019» forum at the same stand with the patriotic magazine «Wings of the Motherland». Vadim Avkhadeev’s brother, Igor Avkhadeev, is a lawyer in the structures of Rosatom (previously he was the project manager of the directorate for corporate and legal management at JSC «Atomenergomash»).
As for Avkhadeev and Lepikhin’s employer Schneider Electric, she worked in Russia until 2022, and her clients included almost all energy, oil and gas and metallurgical companies, the largest developers and developers: «Rosseti», NOVATEK, «Gazprom», «Rosatom», MMK, «Sibur Holding», etc. In particular, the Russian division of the company worked closely with «MT Russia», which equipped the Moscow Refinery (which was recently on fire due to a drone attack) and the «Eurochem» ammonia plant in Kingisepp. Schneider Electric announced in 2022 that it was leaving Russia and transferred its local business to Russian management.
Currently, three operating legal entities of the company are registered at its address in Moscow: LLC «SCHNEIDER ELECTRIC SYSTEMS» (founders - British INVENSYS INTERNATIONAL HOLDINGS LIMITED and INVENSYS SECRETARIES LIMITED, which are part of the SCHNEIDER ELECTRIC group), LLC GC SISTEM ELECTRIC (founders - Alexey Kashaev, Elena Polozkova and Dmitry Kurpekov), as well as JSC «SE», the founders of which are hidden, and the director is the same Alexey Kashaev. «SE» was the only one showing large revenue (34.7 billion) and net profit (5.5 billion) for 2025.
Of course, the relatives of Governor Yuri Slyusar himself settled down no worse. His mother Valentina Aleksandrovna, according to leaks, was an employee of the «Rosvertol» helicopter plant (part of the UAC). Mother-in-law Svetlana Prikhodko was listed in the Ministry of Health of the Rostov Region. The governor’s second cousin, 32-year-old Vladimir Slyusar —, the son of his cousin Evgeniy Vladimirovich Slyusar, also appeared there. The second cousin of the ex-head of the UAC, 50-year-old Roman Vladimirovich Slyusar, ended up on the staff of «UAC-Development», a subsidiary of «United Aircraft Corporation». Roman Slyusar’s mother, a native of Azerbaijan, Zitta Slyusar, received a salary and regular bonuses at the Central Institute of Aviation Engine Engineering in Moscow (an institution of the Ministry of Industry and Trade). Another nephew of the governor, Boris Slyusar, according to «Project», holds the position of deputy director of «Rosvertol». This, of course, is far from a complete list, and besides, the next generation of Slyusary is growing up for whom the head of the family will also certainly help them get a job in life. Moreover, all his relatives are surprisingly talented and manage not only to work hard at state-owned enterprises, but also to run a business.
Thus, Roman Slyusar has been working for his cousin in the group «Monolit» since the 2000s - first it was «Monolit-AVK», which was engaged in recording and releasing singles by Russian performers, and now Roman is the founder of the Moscow LLC «UK Monolit».
80-year-old Valentina Slyusar holds 25.1% for her son in LLC «BC Amethyst», which owns the business center of the same name in Rostov-on-Don, as well as 25.6% in LLC «Amethyst», 25% in LLC «Vector», 16.7% in LLC "LOMBARD 161»". The total revenue of these companies exceeds 180 million rubles.
Yuri Slyusar’s wife, Olga Leonidovna, is now the sole founder of the Moscow LLC «EON», in which the governor’s sister Tatyana Slyusar previously owned a share. The company manages real estate, but has recently shown only losses. Olga Slyusar also owns the Rostov company «Prospect», which does not show financial statements at all and the Federal Tax Service decided to exclude it from the Unified State Register of Legal Entities on June 10 of this year. And Olga Slyusar transferred 85% of the Rostov developer Stroyvertol back in 2024 to the Flagman-Invest mutual fund.
Long-time partners help run the family business. One of them is — 57-year-old Muscovite Andrey Apsitarov. Until November 2016, he, together with Slyusar’s classmate Anton Pronin, was the founder of another company from the Monolit group - LLC «Export Monolit» (now the only founder and director is Muscovite Igor Kryuchkov). Apsitarov currently owns 30% in LLC «Gofrotar» in the Rostov region, another 30% of which is owned by Valery Laptev and 40% by Artem Voilenko — he manages the KEX coffee chain and «Vakha shop» in Gelendzhik, as well as LLC «Restaurant quarter» and «Restaurant Avenue», which also own catering establishments. All of these businesses are also part of the Slyusary family portfolio.
Founder of «Export Monolith» Igor Kryuchkov is also a long-time business partner of Slyusar and Pronin. In the mid-2000s, Kryuchkov recorded the Moscow LLC «Monolit-TK», which was engaged in the wholesale trade of storage media - in other words, it sold discs with films (remember, there were such - 4 films on one DVD) and music. Counterparties-entrepreneurs accused this company of selling counterfeit goods, since the discs purchased from it were confiscated during raids by local police officers and destroyed.
True, «Monolit-TK» was found not guilty in Moscow courts every time. And in 2010, the company was merged with a small Ural company, which was then successfully liquidated. By the way, the fact of counterfeit trade by Slyusar’s companies was previously confirmed in court: in 2006, ex-producer of «Affectionate May» Andrei Razin accused «Monolit-AVK» and «Monolit-Trading» of illegally distributing discs with the group’s recordings. At that time, Slyusar and his partners received 22.5 million rubles.
