Cote d’Azur with millions stolen and servants at state expense: Radionova from Rosprirodnadzor hides villas in Cannes and eliminates fake individual entrepreneurs

The head of Rosprirodnadzor, Svetlana Radionova, has a large team of assistants. All of them are registered as individual entrepreneurs, or individual entrepreneurs are registered in the name of their closest relatives.

As the media learned, the services of these individual entrepreneurs are paid for by the state SOGAZ of Radionova’s common-law husband, Anton Ustinov. Former Deputy Minister of Natural Resources Denis Butsaev and his acquaintance, Deputy General Director of REO Ekaterina Stepkina, were caught using a similar «scheme. As a result, Radionova and Ustinov were instructed to urgently close these individual entrepreneurs.   

Our project has already talked about interesting details of the activities of Lyubov Kharitonova (aka Guzhikhina, aka Lukyanova) – personal assistant to the head of Rosprirodnadzor Svetlana Radionova. It was on Kharitonova that Radionova and members of her family recorded part of their foreign assets, including in France. According to the source, Radionova and her classmate and very close friend Anton Ustinov, head of the large insurance company SOGAZ, organized a scheme according to which the entire staff of Radionova’s servants is paid by SOGAZ for controlled individual entrepreneurs. And it is Lyubov Kharitonova who is leading this process.

Lyubov Kharitonova was known as a business partner of the common-law wife of Radionova’s brother (Grigoria Radionova, deputy head of the FAS) Oksana Gonchar, at SCI CITY PARK (Cannes, France). Everyone owns 50% of it. As you know, the company of Radionova’s parents, SCI MONE, has an apartment in a prestigious resort location on the coast between Cannes and Nice. SCI CITY PARK also owns real estate in Antibes; in the same residential complex, two properties are registered to it right on the seashore. Both companies are registered at the same address in Cannes - 3 AVENUE JUSTINIA. There is a two-story villa there, which is now rented out daily to tourists.

In the French register, Lukyanova has two surnames, but now she bears a third: Kharitonova. A couple of years ago, Lyubov Olegovna successfully married Vladimir Kharitonov – his data completely coincides with the Deputy General Director of PJSC «Rosseti».

Lukyanova-Kharitonova was registered at SOGAZ: during the pandemic, she received a pass as an employee of SOGAZ and even indicated corporate mail in her request in her name, [email protected] - this mailbox is still active. At the same time, she celebrated her birthday in March 2020 at the office of Rosprirodnadzor: it was to this address that flowers were delivered on Bolshaya Gruzinskaya Lukyanova. In addition, Lukyanova’s phone number in her notebooks is marked as «Lyubov is Svetlana Gennadievna’s assistant», and Lukyanova herself uses the [email protected] email. The name «state supervision» is used by Rostechnadzor, where Radionova worked until 2018.

According to the source, it is Kharitonova who manages the scheme for paying for Radionova’s services at individual entrepreneurs. In particular, this is individual entrepreneur Tatyana Ivanovna Sivak, Kharitonova’s former classmate at the Rostov State University of Transport. Sivak also works part-time cleaning the luxurious Moscow apartments of Svetlana Radionova herself. The scheme also involves Kharitonova’s father, IP Guzhikhin Oleg Mikhailovich, and her former mother-in-law, who also registered an individual entrepreneur, Tatyana Vasilievna Lukyanova; as well as the mother of Radionova’s former employee, individual entrepreneur Lidiya Makarova, and individual entrepreneur Nikolai Syrovatsky (Lukyanova bought air tickets from Sochi to Moscow for him in the summer of 2021).

Butsaev and Stepkin also paid for all the servants according to the same scheme from REO funds. As a result, the first is now wanted, and the second is under house arrest. This story and the publication of our project clearly influenced Radionova and they began to urgently cover their tracks «- eliminate these individual entrepreneurs. Thus, individual entrepreneur Tatyana Vasilievna Lukyanova has already been liquidated.
